Transportation Assistant

Duties and responsibilities for this position include, but not limited to the following:
Determine eligibility for Beneficiary Travel Program and processing requests. Determine which of several fund control points to utilize, obligating funds, maintaining manual and electronic accounting records, performing regular reconciliations, and adjusting account balances. Contacts approving official to authorize obligations and requests for additions, deductions, and/or movement of funds. Responsible for determining method of payment for authorized and unauthorized ambulance claims submitted for consideration. Responsible for forwarding all invoices certified for payment to Fiscal Service for processing. Responsible for balancing, reconciling, and adjusting invoices for payment. Maintains communications with receiving facilities regarding beneficiaries return travel arrangements. Work Schedule:

Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-06 position you must have served 52 weeks at the GS-05. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note:

For GS-06 Specialized
Experience:
You must have one year of specialized experience equivalent to at least the next lower grade GS-05 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to:
Knowledge of regulations, procedures and policies relative to both the Beneficiary Travel and patient funds activities is required in order to administer the programs; Knowledge of travel rules and regulations regarding legal entitlement to travel reimbursement; Accounting skills are required in order to analyze and audit invoices for compliance and accuracy, maintain statistical information and project budget needs; Basic math skills are required to debit and credit account cards and to reconcile balances with fiscal records; Skill in both oral and written communication is required in order to coordinate workflow with many different services and patients; Written communication is essential in order to clearly present facts, information and recommendations on paper; Must have office automation abilities, to include knowledge of email system, MS Office, spreadsheets and other equipment to prepare correspondence to veterans concerning eligibility and counsel veterans who do not meet criteria for transportation reimbursement; Knowledge of the goals and objectives of Transportation Network is required in order to coordinate patient movement activities. Basic medical terminology is necessary to be able to determine the safest, most economical means of patient movement and also to be able to recognize which accounts are to be restricted; Knowledge of how to extract information and mileage from computerized road atlas and city street maps and the ability to interpret contracts for transportation services; Knowledge of how to organize and maintain documentation and records supporting beneficiary travel reimbursements and vendor payments; Knowledge of the review process for special transportation to Veterans requiring unusual accommodations, including air ambulance when required, and assuring that we use the most cost efficient manner; Reviews all transportation contracts for special mode transports. The fraudster will send a check to the victim who has accepted a job. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
