Human Resources Specialist (HRD) (Title 5)

As a Human Resources Specialist (HRD), GS-0201-11GS-0201-11, you will perform the below duties:
1. Serves as the state's principal human resource development advisor and consultant to key management on the full range of human resource development (HRD) options for a variety of professional, administrative, technical, and trades and labor occupations. Provides guidance and advisory services to operating managers in analyzing and proposing solutions to human resources management problems. Has frequent contact with supervisors, managers and bargaining unit employees regarding training opportunities. Relied on by management officials to provide comprehensive guidance and advice in areas such as:
self-development activities, mandatory courses, individual development plans, performance improvement plans, Professional Education Center courses, Management Development Center courses, supervisory courses, and technician retirement courses. May provide guidance for Continuation in Service Agreements, available funding, and college tuition. Identifies courses, by evaluating mission requirements and cost considerations as they pertain to training objectives. (25%) 2. Develops policy and procedures at the state level for identifying organizational and individual training needs, training opportunities, and sources of needed training for positions in technical, professional, administrative, managerial, and skilled occupations. Provides advice and guidance on technician training issues related to program requirements to successfully accomplish the state National Guard mission. Advises and provides direction to senior staff and organizational managers concerning possible areas of improvement, providing ideas from private industry, other government organizations and/or other states. (25%) 3. Continually evaluates in-house courses to determine where guidelines need to be developed, course materials modified, and how students could better be served. Evaluates and analyzes feedback from students and students' supervisors revising learning objectives, visual aids, and handouts as required. Analyzes vendor proposals to ensure quality course content and cost effectiveness. Formulates, develops, implements and administers new or modified policy, systems, methods, and guidance on a variety of functions based on analysis of new or proposed laws, regulations, and policies to determine the impact on training and/or travel of technicians. (20%) 4. Ensures optimum use of and control of Army National Guard (ARNG) and Air National Guard (ANG) federal financial resources. Ensures all expenditures are in compliance with fiduciary responsibilities, statutory requirements, regulations, procedures, and local policies. Serves as member of the Program Budget Advisory Committee/ANG Financial Working Group. Designs and sends out annual training need survey. Analyzes survey results. Develops and provides justification for the annual training budget and mission travel budget and serves as program manager for both. Serves as a consultant to other directorates in planning and conducting in-house training and serves as course administrator for courses conducted by HRO to include contracting for speakers, instructors, facilities, refreshments, advertising, documenting attendance and analyzing evaluations. Serves as state quota management officer for National Guard Professional Education Center courses and OPM development center courses. Involves requesting quotas and prioritizing attendance. (15%) 5. Analyzes management information requirements and develops, revises, and adapts reporting systems to provide appropriate information to key personnel including NGB, OPM, and other government agencies. Procures, maintains accountability, and currency of training materials. Stores training aids, visual aids, staff library, and other training materials, supplies and equipment required to support the technician-training program. Serves as liaison between ARNG and ANG in workforce training. Recommends combining like training when feasible and advantageous for cost sharing between the two services. Serves as subject matter consultant to outside organizations converting traditional classroom courses to distributive learning and distance learning formats. (15%) Performs other duties as assigned. Experience:

Experience:
Applicant must have at least 12 months experience, education, or training equivalent to at least the GS-09 level, or equivalent pay band in other pay systems in the Federal government. This experience may also have been obtained in the private sector, but must demonstrate that it is comparable to the GS grade indicated. This experience must include activities such as:
Experience in executing personnel programs and Human Resources Information Systems, as applicable to the specific position and its position description. Experience in performing personnel program requirements that involve advising supervisors and managers; and, experienced in completing accession planning and processing; classification and position management; and, civilian promotions. Experience in advertising positions, processing assignments or reassignment actions; reviewing human resources development programs; applying education and training policy requirements; discussing retraining procedures; and/or providing retirement options Experience in career counseling; completing or editing performance evaluations; and, conducting educational and skill development personnel course programs.

The fraudster will send a check to the victim who has accepted a job. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
