General Public - G Job Duties The Department of Elections promotes and supports accurate, fair, open and secure elections for the citizens of the Commonwealth.
Elect ensures the proper administration of election laws, campaign finance disclosure compliance, and voter registration processes in the state by promulgating rules, regulations, issuing instructions, and providing information to local Electoral Boards and general registrars.
The Department of Elections envisions a highly modern, efficient and professional electoral process that is trustworthy and accountable at all levels and engages Virginia's diverse citizenry in the most fundamental right in a democratic society:
the right to vote.
The purpose of this position is to create, administer, and deliver training programs for the Department of Elections.
The Specialist will develop custom training programs for the Department.
The Training and development specialists should organize training sessions using lectures, group discussions, team exercises, hands-on examples, and other training formats.
Training is in the form of a video, Web-based programs, or self-guided instructional manuals, in addition to live, in-person training.
The Specialist will monitor local performance metrics to ensure compliance with election laws and designated best practices, and train, coach, and mentor local election administrators.
Coordinate tasks with staff trainers and subject matter experts.
Coordinate, plan, develop, deliver, maintain, and monitor comprehensive online training programs and user documentation to ensure compliance with agency and Board policies, regulations, and governing laws for the administration of elections in the Commonwealth.
Maintain agency learning management systems.
Minimum Qualifications oAbility to understand written federal and state laws and regulations related to elections preferred.
oAbility to understand Virginia election administration processes preferred.
oAbility to identify local election administration trends preferred.
oExcellent project management and organizational skills.
oAbility to work under pressure, give exacting attention to details and meet deadlines.
oAbility to train and mentor individuals that are geographically dispersed.
oKnowledge of office and records management.
oGood knowledge of personal computer and software (Microsoft Office suite).
oExceptional organizational, analytical and communication skills (both oral and written).
oAbility to manage multiple tasks with minimal direction.
oRegularly scheduled travel required.
oAbility to work flexible hours during elections.
oMust be a team player.
oAbility to work with subject matter experts to understand context and content to create and deliver appropriate and effective training.
oKnowledge of online training systems, software, and module development.
oExperience creating online training content, as well as creating, and editing training videos (Articulate, Rise 360, Camtasia, or Captivate preferred).
oExperience with online interactive training tools (i.
e.
, Mentimeter, Kahoot, Quizlet, Slido, AhaSlides).
oAbility to apply technology to achieve training and educational goals in adult learning environment.
Additional Considerations Must have or be able to obtain a valid driver's license.
