General Public - G Job Duties The Virginia Department of Transportation (VDOT) is excited to offer and announce an opportunity to serve as a Design Engineering Section Manager for Project Development Program Area in the Structure and Bridge Division.
This position is located at our Central Office in Richmond, Virginia.
The selected candidate will serve as responsible-charge engineer in the evaluation, design and detailing of all types and complexities of structures and bridges for new construction, maintenance, and rehabilitation projects.
The core responsibilities of this position are as per below:
Section Manger:
Provide oversight of multiple concurrent projects.
Allocate and coordinate staff resources to support workload demand.
Meet regularly with section staff to review work progress and resolve any problems to keep projects on schedule.
Ensure all project designs conform to applicable agency, state and federal guidelines and are managed in accordance with the division's plan development process and quality requirements.
Supervisor, manage, mentor and develop staff.
Project Management:
Serves as the Project Manager for the preliminary engineering for new bridge, bridge rehabilitation and maintenance projects including developing and managing the scope, schedule, budget and deliverables.
Duties include the following:
Completing interdisciplinary, district and consultant coordination; maintains project records, leading communications and conducting meetings, monitors and reports on project progress, manages the change management process; and complying with the quality program, ensuring quality control checks and quality assurance reviews of the package are completed so that the analysis and design, plans, quantities and estimates are of high quality and free of errors and omissions.
Conceptual and Preliminary Design Plan Development and Estimating:
Duties include, investigating condition of existing structures, assisting in developing the project scope, completing conceptual design and scoping projects to determine the most appropriate maintenance, rehabilitation or replacement options are selected; completing preliminary analysis and design to determine the most cost effective type, size, and location for the structure that meets the project requirements, is selected; developing conceptual and preliminary design estimates; and ensuring compliance with AASHTO and VDOT policies, guidelines, and practices.
Final Design, Plan Development and Estimating:
Duties include completing final analysis, design, and load rating; developing contract plans to prepare plans that are dimensionally, geometrically and structurally correct; ensuring that plans are consistent with the other discipline's features for the project (e.
g.
roadway, geotechnical, hydraulics, scour, environmental, maintenance of traffic, etc.
); determining pay items, and calculating and estimating the pay item quantities and developing construction cost estimate; developing special provisions; participating in value engineering and constructability reviews; and ensuring compliance with AASHTO and VDOT policies, guidelines, practices and specifications.
Construction Support:
Duties include providing technical support and guidance to bridge construction including reviewing shop plans, addressing RFIs, and troubleshooting issues and problems.
Consultant Procurement and Contract Administration:
Duties include assistance with procurement for term, project specific, and program support services contracts; providing procurement support including development of the request for proposal, review and evaluation of expressions of interest, conducting technical interviews, and participating in consultant selection and negotiations; and negotiating letters of agreements and fees for task orders, and review invoices and process payment vouchers.
Design-Build and Public-Private Partnership (P3) Projects:
Duties include technical guidance, evaluation and recommendations for structure and bridge design during review, negotiations, administration and construction of Design-Build and P3 projects.

Minimum Qualifications o BSCE in Civil Engineering with courses in Structural Engineering; equivalent experience and training may substitute for a degree.
o Professional Engineer's (PE) license.
o Experience supervising, managing, mentoring and developing staff.
o Experience being the bridge (or other structures) discipline lead on projects.
o Experience in the design and analysis of bridges (or other structures), applying civil engineering principles and practices related to structural engineering, to include strength of materials, statics and structural analysis.
o Experience in the design of structural steel, reinforced concrete and prestressed concrete structures, and soil mechanics.
o Experience applying specifications, codes and regulations related to structural design (e.
g.
AASHTO LRFD bridge design specifications).
o Ability to develop and interpret construction plans, details and specifications, and review such items prepared by others to ensure correctness.
o Ability to estimate quantities and develop construction cost estimates.
o Ability to provide construction support services, including assisting with the review of RFIs and shop drawings, process change orders.
o Ability to draw rational conclusions and develop solutions from analysis, make independent decisions and manage multiple assignments.
o Ability to communicate orally and in writing with internal and external customers.
o Skilled in the use of computers and software applications to include automated engineering and design software and Microstation.
Preferred Qualifications o MSCE with an emphasis in Structural Engineering; equivalent experience and training may substitute for degree.
o Strong working knowledge of other disciplines and Interdisciplinary coordination.
o Experience using AASHTO LRFD bridge design specifications.
o Experience as a project manager on bridge focused projects.
o Experience developing conceptual and preliminary design.
o Experience with design-build and P3 projects.
o Significant experience in the delivery of rehabilitation and maintenance of bridge projects.
o Experience in consultant procurement and administering consultant contracts.
